Annual CIMIC Foresight Conference 2025
The ACFC25 Conference Report is out!
From 15–19 September, over 150 participants from 32 countries gathered in The Hague for the Annual CIMIC Foresight Conference 2025, hosted by the Civil-Military Cooperation Centre of Excellence CCOE with support from NATO SHAPE. Under the theme “From Foresight to Action: Evolving CIMIC Capabilities,” the conference advanced from conceptual exploration to practical adaptation of CIMIC in an era of hybrid pressures and deep civil–military interdependence.
The report distils key takeaways from panels and breakout sessions and offers practical recommendations for the CCOE and the wider Community of Interest. The outcomes are presented as:
🔸 Possible research questions to advance the theoretical understanding of Civil–Military Cooperation with practical applications.
🔹 Guidelines for private-sector engagement to strengthen mutual understanding and trust, enabling greater synchronisation.
🔸 Action points to develop CIMIC through new capabilities, updated doctrine, and structured Civil–Military EU cooperation.
This report reflects not just discussions, but direction: a collective commitment to reposition CIMIC as a core enabler of mission success and societal resilience within Deterrence and Defence. Together, we’re strengthening 𝗶𝗻𝘁𝗲𝗿𝗼𝗽𝗲𝗿𝗮𝗯𝗶𝗹𝗶𝘁𝘆, 𝗰𝗶𝘃𝗶𝗹–𝗺𝗶𝗹𝗶𝘁𝗮𝗿𝘆 cooperation, and 𝗲𝘃𝗶𝗱𝗲𝗻𝗰𝗲-𝗶𝗻𝗳𝗼𝗿𝗺𝗲𝗱 𝗱𝗲𝗰𝗶𝘀𝗶𝗼𝗻-𝗺𝗮𝗸𝗶𝗻𝗴 across the Alliance.
